Meaningful Use Attestation

To choose core and alternate core Clinical Quality Measures to attest to for reporting, find out the following:

  • Do all three (3) core measures apply to your practice?

          o If yes, then choose three (3) additional measures to report.
          o If one (1) or more core measures do not apply, go to the list of alternate core measures.

  • Do all three (3) alternate core measures apply to your practice?

          o If yes, then choose three (3) additional measures to report.
          o If no, you will need to demonstrate that NONE of the six (6) core or alternate core measures apply to your practice.

How to demonstrate that a Clinical Quality Measure does not apply to your practice:

  • Based on the initial patient population/denominator inclusion criteria, you have zero (0) eligible patients for the measure.
  • For the additional three (3) measures from the larger list, if there are none that apply, EP has to attest through the submission of zeros (0s) that none of the   additional measures apply.

  • Evaluate measure specifications and what applies to your clinical practice.
  • Understand reporting requirements and attestation.


If measure(s) are not applicable, the onus is on the eligible professional to demonstrate that denominators are zero (0).
